Best Construction Estimating Software for Luxury Hotel Projects in 2026

Summary: There is no single best tool for pricing a luxury hotel. For quantity takeoff, Bluebeam, STACK and Togal.AI lead today. For getting from a 600 sheet set to a scope of work, a priced estimate and leveled sub bids in one record, Folio is built for that step, with the caveat that its own Takeoff is still coming soon. The stakes justify the care: the median cost to develop a luxury hotel passed $1.6 million per room in the HVS U.S. Hotel Development Cost Survey 2026, and luxury is one of the few hotel segments still growing, with a record 103 projects in the U.S. pipeline in the second quarter of 2026 according to Lodging Econometrics.

Comparison at a glance

| Tool | Best for | How it handles drawings | What it does not do | Verdict for hotel work | |---|---|---|---|---| | Folio | GCs that need scope, estimate and sub leveling from one set | Indexes the set by sheet, discipline and CSI division, writes the scope by trade, answers questions with page citations | Quantity takeoff (coming soon) | Best for drawings to a defensible number | | Bluebeam Revu | Estimators who live in PDF markup | Manual and assisted measurement on PDFs | Scope writing, sub leveling | Best for detailed manual takeoff | | STACK | Cloud takeoff and estimating for GCs and subs | Cloud based takeoff with assemblies | Scope of work from the set | Best for teams standardizing takeoff in the cloud | | Togal.AI | Fast AI assisted takeoff | AI detection of areas and counts on plans | Scope writing, sub leveling | Best for speed on repetitive floor plates | | Autodesk ProEst | Firms standardized on Autodesk | Cloud estimating with cost databases | Reads the set for scope | Best for Autodesk Construction Cloud shops | | Trimble WinEst | Database driven estimating | Estimating from assemblies and historical databases | Reads the set for scope | Best for firms with deep cost databases | | Sage Estimating | Firms running Sage accounting | Estimating integrated with Sage job cost | Takeoff from drawings natively | Best for accounting integration | | Kreo | AI takeoff and estimating | AI measurement from 2D plans | Sub leveling | Best for small teams wanting AI takeoff on a budget |

How we evaluated

Three criteria, in order of how much they move a hotel bid. First, how the tool gets from a dense drawing set to a scope of work by trade, because the scope is what subs price and what the estimate is built on. Second, how the number is priced, with the firm's own costs or a generic database. Third, whether the subcontractor pricing lands in the same record as the estimate, so the award and the number agree. Folio is weaker than the takeoff tools on quantities today, and this article says so.

Why hotels are different

Three things make a luxury hotel set harder to price than an office tower of the same size.

The first is the number of consultants. Interiors, lighting, food and beverage, spa and wellness, pool, landscape and acoustics each produce sheets and notes, and the scope that drives cost is spread across all of them.

The second is the owner furnished boundary. Furniture, fixtures and equipment and operating supplies are usually owner furnished. Where the contractor scope ends is written into the set, and missing the line is the most common hotel change order.

The third is the residential component. HVS attributes the rise in luxury development cost in its 2026 survey partly to the growing number of luxury projects that include a residential element. A hotel with branded residences is two building types in one set.

Folio: scope, estimate and leveling from one set

Folio starts by indexing the drawing set. Drawing Intelligence splits the upload by sheet, classifies each sheet by discipline and CSI division, extracts the drawing notes into one library, and answers questions with a citation to the page the answer came from. Scope Breakdown then writes the scope of work by trade and CSI division from that indexed set.

The estimate is built from the scope and priced with the firm's own unit prices. Where there is no price yet, a web lookup fills the gap and is marked as a fallback. Bid Leveling builds packages from the scope, invites subs to a portal, parses their proposals and levels them on one grid. Award a sub and the pricing flows into the estimate. Risk Review reads the same set and writes a risk register with each item linked to its source sheet.

What Folio does not do today is quantity takeoff. Takeoff is coming soon and will tie quantities to the scope lines. A GC that needs measured quantities on day one pairs Folio with one of the takeoff tools below.

See Folio for general contractors.

Bluebeam Revu: the estimator's PDF workbench

Bluebeam is where most estimators already do their markup and measurement. For a luxury hotel with hundreds of interior elevations, that familiarity matters. It does not write scope or level subs, so the output still has to be moved into an estimating tool.

STACK: cloud takeoff with assemblies

STACK moved takeoff to the browser and added assemblies so a measured area carries its materials. For teams standardizing takeoff across offices it is a clean choice. Scope of work is still written elsewhere.

Togal.AI: speed on repetitive plates

Togal.AI detects rooms, areas and counts on plans automatically. Hotels have repetitive guestroom floors, which is where this kind of detection earns its keep. Suites, public areas and back of house still take manual attention.

Autodesk ProEst and Trimble WinEst: database driven estimating

Both are estimating platforms built on assemblies and cost databases, with ProEst inside Autodesk Construction Cloud and WinEst inside the Trimble ecosystem. They are strongest for firms with deep historical databases and a standard on one of those platforms. Neither reads the drawing set to write scope.

Sage Estimating: for Sage accounting shops

Sage Estimating's advantage is the connection to Sage job cost. If the firm runs Sage, the estimate becomes the budget without re-entry. Takeoff and scope are handled by other tools.

Kreo: AI takeoff on a budget

Kreo offers AI assisted measurement from 2D plans at a lower price point than the larger platforms. For a small team that wants AI takeoff without an enterprise contract, it is worth a look.

Which should you choose

If your bottleneck is measuring quantities, pick a takeoff tool first: Bluebeam for control, STACK for cloud standardization, Togal.AI or Kreo for speed. If your bottleneck is the three weeks between receiving the set and having a scope subs can price and a number you can defend, that is the step Folio is built for. Many hotel GCs will run both: a takeoff tool for quantities and Folio for the scope, the estimate and the sub leveling, until Folio's own Takeoff ships.

Frequently asked questions

What is the best estimating software for luxury hotel construction?

It depends on where your bottleneck is. If the bottleneck is quantity takeoff, a dedicated takeoff tool such as Bluebeam, STACK or Togal.AI is the strongest choice today. If the bottleneck is getting from a dense drawing set to a scope of work and a priced estimate the team can defend, Folio builds the scope, the estimate and the sub pricing from one indexed set.

Why are luxury hotels harder to estimate than other commercial projects?

A luxury hotel set carries interiors, food and beverage, spa, pool and landscape, back of house and often a residential component, each with its own consultants and finish schedules. The median development cost passed $1.6 million per room in the HVS U.S. Hotel Development Cost Survey 2026, so a scope gap is expensive.

Does Folio do quantity takeoff for hotel projects?

Not yet. Takeoff is coming soon. Today Folio indexes the set, writes the scope of work by trade, prices it with your own unit prices and levels subcontractor proposals.
